112: police emergencies
Dial 112 when police response is required, including an immediate threat, violence, theft in progress or another danger to people or property. Korea’s police guidance says mobile callers use 112 without an area code.
When the operator answers, lead with the location. A useful order is:
- street address, building or station and exit number;
- what is happening now;
- whether anyone is injured or still in danger;
- a description of the person, vehicle or direction of travel; and
- your name and callback number.
Do not spend the first minute explaining your full itinerary. Responders can act sooner when they know where to go.
119: ambulance, fire and rescue
Dial 119 for urgent medical assistance, fire or rescue. If the event involves both a crime and an injury, tell the first operator both facts; do not postpone medical help while deciding which event is more important.
For a medical emergency, describe consciousness, breathing, major bleeding and the number of patients. Follow the dispatcher’s instructions and keep another person ready to meet responders at the building entrance when possible.
The official visitor safety guidance says a caller who does not speak Korean can say “English please” or “Interpreter please.” Interpretation can add a connection step, which makes a clear location and short description especially valuable.

1330: travel help, not emergency dispatch
The Korea Tourism Organization operates 1330 for tourist information, interpretation and complaints by telephone and real-time chat. From within Korea, use 1330; the official overseas contact is +82-2-1330.
Examples suited to 1330 include:
- understanding travel directions or a transport problem;
- obtaining tourist interpretation in a non-emergency interaction;
- asking how to report a tourism-related complaint; or
- finding the correct agency for a visitor issue.
If life or property is in immediate danger, call 112 or 119 first. An information helpline should never become an extra layer between an emergency and dispatch.

Make your location understandable before you need help
Korean addresses can be difficult to pronounce under stress. Save the following offline:
- accommodation name and full address in Korean and English;
- nearest subway station and exit number;
- accommodation telephone number;
- travel-insurance assistance number and policy reference;
- passport identification-page copy stored securely; and
- emergency contact details outside the phone’s locked notes.
At a restaurant or shop, show the Korean address on screen to a staff member. Outdoors, use a visible building name, road sign, numbered subway exit or phone GPS coordinate. A famous district name alone may cover too large an area for a fast response.
Lost property is not always an emergency
A bag left on a train, a missing non-urgent item or a billing disagreement normally does not justify an emergency call. Contact the operator, station staff, accommodation or 1330 for the correct next step. Use 112 when theft is occurring, personal safety is threatened or police documentation is genuinely required.
For rail property, keep the train number, car and seat. For a taxi, preserve the receipt, payment record, pickup time and route. Specific evidence is more useful than a general description of the day.
Medical bills and travel insurance
Emergency response and treatment are separate from insurance coverage. Carry the insurer’s international assistance number and understand whether the policy requires notification, a treatment certificate or itemized receipts. Never delay urgent care to obtain insurer approval, but retain every medical and payment document afterward.
If the situation is not urgent, an international clinic or the insurer may help identify an appropriate facility. That planning path does not replace 119 for serious symptoms or rapid deterioration.
A two-minute preparation checklist
- Add 112, 119 and 1330 to the trip’s offline notes.
- Save each accommodation address in Korean.
- Enable an emergency contact accessible from the phone lock screen.
- Download official safety tools only from verified app-store publishers.
- Give every traveler the plan instead of keeping it on one phone.
The goal is not to predict every problem. It is to remove the first decisions when stress is highest: which number, what location and what is happening now.
